Prison department is looking for a partner to build a new prison
On April 14 Prison department of Lithuania announced a private partner selection for building new remand prison and providing public services in Šiauliai district region.
The complex and long-term public – private partnership project of the Prison department of Lithuania begins a completely new stage of development of Lithuanian prison infrastructure. In total, the value of direct investment may amount to EUR 47 million.
Competitive dialogue with potential investors is planned to take place in 2023-2024, and the partnership contract is planned to be signed in late 2024.
The partnership contract will be signed for the period of 15 years, until 2040; three years will be allowed for developing infrastructure, and the investors will have it under their supervision for the remaining roughly 12 years.
Private entities will be investing their own financial resources as part of the PPP projects into the infrastructure and will take on the risks arising from construction works and operation of the new infrastructure. The infrastructure will include all the necessary elements for this type of infrastructure: control and passing point; administrative-service complex; regime complex and other infrastructure, with a total area of premises of more than 16 thousand square meters.
The infrastructure development projects are intended to facilitate private partners’ sharing of professional expertise and management skills, innovative approach, better efficiency and productivity in the development of infrastructure of the planned scope.
The Prison department has presented the procurement documents of the projects for potential investors at two conferences-public consultations.
